Rate Case Update

Dakota Electric submitted a general rate case petition to the Minnesota Public Utilities Commission on Dec. 30, 2024, requesting an overall annual revenue increase of about 11% or $23.8 million.

The filing includes an interim increase while our general rate case is being reviewed. A 9.5% increase will apply to electricity use beginning in March 2025. This interim increase appears on your bill as “Interim Rate Adjustment.”

State agency regulatory staff is now reviewing the filing for procedural compliance. Like all general rate case filings, this filing is expected to be referred to the Office of Administrative Hearings for further review. To learn more about the rate case, please visit our Rate Case pages.

RTA Charge and Advanced Meter Recovery Fee

There will be an increase to residential members’ bills in 2025 due to the resource & tax adjustment (RTA) charge and advanced meter recovery fee.

How Much is the Increase?

For residential members, the 2025 RTA will be a $0.0113 surcharge per kilowatt-hour, which is $0.0131 greater than 2024. The 2025 advanced meter recovery fee will be 78 cents per residential meter, which is 20 cents higher than December 2024. Together, the fees will increase the average residential member’s bill a total of about $9.29 per month. Commercial accounts should contact an account representative to discuss the RTA charge for their rate class.

Apple Valley Franchise Fee

Beginning in March 2025, Dakota Electric members in Apple Valley will see an updated franchise fee on their bills, as approved by the city. The fee is set at 3% of monthly electricity usage, with a maximum charge of $25 for residential accounts and $75 for commercial accounts. For example, a residential account with a monthly electric bill ranging from $100 to $200 can anticipate a fee between $3 and $6. Dakota Electric does not retain any portion of this fee — it is fully passed on to the city of Apple Valley.
